Limitations
OpenAI has not publicly confirmed that ChatGPT reads llms.txt for ranking, retrieval or answers at all — no major AI engine has confirmed this, and Google's own AI optimization guide states Google Search ignores it. This page gives llms.txt low weight for ChatGPT specifically: worth having because it is cheap and some AI tools/agents do read it, not because OpenAI has said ChatGPT does.
